Texas House Speaker Dade Phelan has just emerged from a tight race in the Republican primary runoff, securing his title, but it’s fair to say not everyone is cheering. His narrow victory over challenger David Covey has stirred up some challenges, especially from those on the right side of the aisle. With big-name endorsements from figures like former President Donald Trump, Lieutenant Governor Dan Patrick, and Attorney General Ken Paxton, Covey had serious backing. However, Phelan managed to fend him off, albeit barely.
Despite coming out on top, Phelan is experiencing significant criticism from various quarters. Many fellow Republicans are upset, particularly because of his role in a House vote that led to the impeachment of Ken Paxton on serious charges, including corruption. On top of that, Phelan has faced backlash for appointing Democrats to committee chairmanships—something many in the GOP view as too cozying up to the other side.
A coalition of 46 Republican House members are rallying, promising to shake things up by altering the selection process for the speaker to reduce Democratic influence. In a House that currently consists of 64 Democrats, it’s a critical issue, and some Republicans feel Phelan has been leaning too heavily on cross-party support.
It’s getting competitive among Republicans as Rep. Shelby Slawson and Rep. Tom Oliverson have put their hats in the ring to challenge Phelan for the speakership. Interestingly, Slawson’s announcement came just days after the impeachment vote, showing how contentious her stance is with the current leadership. Their criticisms focus on wanting a push toward more conservative policies and leadership within the House.
Phelan’s previous terms as speaker have relied heavily on support from both sides of the aisle, which, while successful in fostering cooperation, may not work as well moving forward. Political experts suggest that to keep his role, he may have to think strategically about his relationships with Democratic lawmakers. The upcoming legislative session, kicking off in January, is sure to be a battleground, with hot-button issues like Governor Greg Abbott’s school voucher proposal likely front and center. It’s an idea that didn’t go over well last time around, so expectations will be high.
Phelan’s leadership style hasn’t sat well with some House Republicans, resulting in emerging frustrations within the party. With the requirement of 76 votes from the 86 Republican members to secure the speaker position, this growing discontent could spell trouble for Phelan’s hold on leadership.
