Florida Lawmakers Approve Major Tax Cuts for Businesses

This includes specific measures aimed at facilitating the tax relief, spearheaded by bipartisan leadership from House Speaker Daniel Perez and Senate President Ben Albritton, who were instrumental in resolving a budget standoff that had stalled the 2025 Regular Session due to a $4.5 billion budget impasse.

The business rent tax, which has been in effect since 1969, is currently the only tax of its kind imposed on commercial leases in the United States. The tax has been gradually reduced since 2017, dropping to 2.0% as of June 1, 2024, under Florida’s Wayfair legislation. With the latest repeal, businesses will no longer need to pay sales tax on renting commercial space, which is expected to save them approximately $904.8 million of the total tax cut package.

Previously, Florida’s budget adjustments also included a permanent back-to-school tax holiday to take place throughout the month of August. This change is projected to cost the state around $167.7 million, and will allow tax exemptions on various school-related items, such as clothing under $100, school supplies up to $50, and personal computer accessories up to $1,500.

In addition to eliminating the business rent tax, the new tax relief plan also includes provisions for other consumer-based initiatives. For example, the sales tax will be permanently waived on specific hurricane supplies like batteries and portable generators, although flashlights and pet supplies will remain taxed. A new tax holiday scheduled from September 8 to December 31 will apply to hunting, fishing, and camping supplies.

Further tax relief measures will exempt various health and safety items, including sunscreen, insect repellent, life jackets, and bicycle helmets from sales tax. Admission fees to state parks and trails will also see a sales tax exemption, along with precious metals purchases under $500, which will be completely tax-exempt.

The budget also includes funding for a notable $1 million study focusing on property tax reforms, addressing a contentious topic during the legislative discussions. Conflicting proposals regarding property tax cuts and sales tax reductions had earlier led to disagreements among Republican leaders.

Despite the sizable tax cuts, lawmakers assert that the approved package will still benefit individual Floridians by providing them with modest savings through targeted measures meant to assist both consumers and businesses. Senate Appropriations Chairman Ed Hooper emphasized that the new tax relief initiatives would be particularly advantageous for local businesses, demonstrating a commitment to fostering an economy conducive to growth and sustainability.

As Florida sails toward the implementation of these significant tax reforms, with the business rent tax elimination marking the first state-level tax reduction of this scale since 2006, it’s clear that legislators aim to solidify Florida’s status as an attractive option for businesses and consumers alike.
